[the] voters’ roll [in Malawi] is highly bloated with dead voters ... It is estimated that the [Electoral Commission] has already lost about 100,000 voters on its voters’ roll, which is about 2% of the total registered voters.25
An increase in the number of deceased and sick persons will have an impact on the core functions of the IEC. The delimitation of voting districts and the registration of voters will be affected as deceased persons must be taken off the voters’ roll, which also affects the delimitation of voting districts as well as the arrangements for sick persons that we currently have in place. … There will also be an impact on electoral staff, especially if we cannot make use of persons who have built up electoral experience.30
